  Analysis and Evaluation of the Financial Situation of Municipalities in Bulgaria (1999-2001)

  The municipal finance system in Bulgaria is in crisis. The problems have structural nature and result from the lack of correspondence between the expenditure needs for providing the legally regulated municipal services and the financial resources received by the municipalities and the local powers to influence these resources. The local budgets become more and more difficult to understand, intransparent and create unclear picture for the financial situation of municipalities. Changes towards decentralization and improvement of budgetary process are urgently needed. The article makes analysis and evaluation of the financial situation of all 262 Bulgarian municipalities for the period 1999-2001. For this purpose, the municipalities have been divided into groups based on their functional role in the provision of local public services. On this basis 5 municipality groups have been formed: group 1 - Sofia; group 2 - the municipalities - regional centers; group 3 - the municipalities - secondary centers (former okolia centers); group 4 - municipalities paying contributions to central budget (excluding the ones from group 2); group 5 - all the rest municipalities (small and underdeveloped municipalities).

  Corporatism - A New Type of Socioeconomic System

  Some elements of the socioeconomic system called Corporatism are outlined and analyzed in this paper. In this system a new type of property on the means of production comes into being, and a considerable part of the functions executed respectively by the individual or by the state in the alternative systems capitalism and socialism, pass over to the corporation. This leads to changes in the character of competition, the system of social protection, the aims of the social production, the manifestation of the freedom of the individual.
  The fundamental characteristics of corporatism are traced out on three different levels - intercompany (meso), intracompany (micro) and national (macro) level. The relations between companies are institutionalized predominantly under the form of multisector amalgamations of joint stock companies (MSAJSC), which are namely considered as a new type of property on the means of production. The basic peculiarities of the corporatistic company can be summarized in the integration of management and workers and in the independence of the company leaders from the control of capital. The influence of the state on corporations is indirect and is based on the "mutual understanding", built up in the process of continuous interaction.

  Theoretical Issues of Economic Globalization

  The multidimensional system analysis of the economic globalization is brought forward. The principles and the methods of this analysis are used to explain the unity of the economic and institutional, i.e. integrational substance of globalization. The economic foundations of the social issues of globalization are under interpretation. Special attention is given to the fact that they are conditioned by the present military-political and technological tendencies and the new world structures. A conclusion is drown that the socioeconomic target for rapprochement of all countries, advanced by the theory of globalization, can be achieved through a general problem-oriented strategy. In this sense the problems of liberal political strategy of the contemporary democratic state are interpreted. In the context of the discussions regarding the transformation of the world economic organizations, their role in creating conditions for global development is outlined. The opinion is founded that these basic institutional subjects can and must be transformed in a political and social context of economic development in a multicentered world. This is the reason why the theory of globalization is a promising foundation for the contemporary and for the future social practice.

  Approaches for Drafting of Teams

  The philosophy of the team is examined in the context of the new realities. The focus is on the necessity of working in a team on consultancy basis as a basic factor of organizational perfection. Eight practices are summarizad which overcome the internal organizational shortsightedness, minimize the risk connected with the transformation and move on the working group on the curved line of team perfection. The general imposing conclusion is that forming teams is an important condition in the process of organizational change. The intensive managerial efforts in this respect include substantial changes in the strategy, structure, technology, personnel and culture. The analyzed models of drafting teams synthesize different solutions implemented in the social practice. The techniques of group development are summarizad in four models for drafting teams: setting of targets, solution of problems, interpersonal and role models.
  A specific issue of team drafting is the selection of a relevant organizational structure generating perfection within strictly defined limits, while the teams effect the connection for attaining of new levels of effectiveness.

  Life and Scientific Record of Prof. Oscar N. Anderson

  Prof. Oscar Andersson is one of the most renowned, respected and highly regarded statisticians, economists and econometricians in Eastern and Central Europe. He received a solid education in economics, statistics and mathematics in Russia. Until the end of his life he spread the ideas and scientific contributions of his teacher A. А. Chuprov on the theory of sampling statistics and the theory of correlation. Prof. A. Chupruprov's work on the theory of computer science and the theory of theoretical physics. Anderson maintained scientific contacts with well-known statisticians of the European continental school, including prof. Prof. Ladislav von Bortkiewicz. He adopted the new ideas on the development of mathematical statistics propagated by Prof. Karl Pirsson, the founder of the biometric branch of the Anglo-Saxon school of statistics. О. Anderson successfully wove into his teaching and research activities in statistics and economics the richness of the most progressive ideas of these three main scientific statistical schools. He is fluent in many languages, including Russian, English, German and Bulgarian. The life and scientific activity of prof. Oscar Andersson's life and career in statistics took place in Russia (1887-1920) and Germany (1942-1960). The creative environment and the opportunities for scientific growth affected his personality, his teaching and his contributions in different ways. It should be explicitly noted that the research and teaching work of prof. Oskar Andersson in Bulgaria (1921-1942) is insufficiently reflected by his biographers (see 2.6-2.13). This period is related to his mature creative age. when the main directions of his research activity were formed and his most significant and internationally undisputed contributions in statistics, economics and econometrics were obtained. It is their promotion that is the scientific aim of this paper.

  Implementing of the Representative Approach in the Elaboration of the Statistics General Direction Documentation

  So far as we can judge from the information we have, the development of the results of the 1926 census, and especially of the G and H maps, is very late. It is unlikely to be completed by the end of 1930, i.e. by the time the new census should already be taking place. Such a delay is highly undesirable for the present time, in connection with the broad plans of the Ministry of Agriculture, and also because it calls into question the 1930 census itself, and especially the economic part of it. Without knowing the results of the very bold in many respects experiment of 1926, it is, of course, impossible to repeat the same.

  A Profound Study About Money

  Questions about money are among the most complex and difficult in economic science. Associate Professor Dr. Nikolay Nenovsky is one of the younger generation of Bulgarian economists who has a lasting interest in the scientific analysis of these issues. The nature of his research and publications, the chosen topic of his doctoral dissertation, printed as a monograph, The Search for Money in Transforming Economies (1998), and his most recent book are convincing evidence of this.

  An affinity for theory is a hallmark of the author's research. His monograph is one of the few works in the economic literature in this country, written at an enviable professional level and with a very good knowledge of the views on money and monetary policy in developed countries. We have before us a thorough and original study. With it N. Nenovsky joins the discussions and disputes that are being conducted in the West with the participation of economists from different schools to clarify the possible consequences of information technology on money and monetary regimes.

  Improvement of the Policy of Well-Being of the Children in Bulgaria

  The topic of the research in the book of senior researcher Dr. Kapka Stoyanova and senior researcher Dr. Alla Kirova is extremely topical due to the nature of the problem. It is known that children are the future of our nation and any failure in the management of this sphere can lead to very adverse consequences not only for them but also for the overall development of the country. It must be noted that the results of such lapses are particularly difficult to overcome, which makes it imperative that they should not be allowed by the society.

  The topicality of the issue is also linked to the socio-economic situation in the country, and in particular to the impoverishment of a large part of the population and the negative demographic trends that have emerged (relatively low birth rate, unfavourable age structure, large emigration of mainly young people, increasing illiteracy among the very young, etc.).
